Heat, and the absence of shade

In the account the heat is scenery. It is the thing that made a bad afternoon worse, mentioned once, on the way to a complaint about bus frequency. Nobody said the city should do anything about it, and this document should not pretend otherwise.

The reframing is this: a resident experiences heat as weather, but a good deal of what makes heat bearable in a street is built rather than meteorological. Shade over the stop, a tree over the pavement, the surface underfoot, whether the walk is in sun the whole way. Those are choices somebody made, and in most cities the somebody is the municipality.

That makes it worth a line here for one specific reason: it is the sort of thing residents systematically fail to attribute to City Hall — which is the exact inverse of this project’s recurring finding, and therefore interesting. The pipeline is built to catch grievances aimed at the wrong body. This is a candidate for the opposite error: a municipal responsibility that nobody thinks to blame anyone for.

Where it touches what is already on file

• Public transport already carries “no shade while you wait” as part of its thesis, and the area tracker names bus stop ownership, shelters and shade as the likeliest class-A finding in the area — verification-debt item 21 in tasks. That is the strongest existing hook, and it is the reason this observation is filed against public-transport rather than as a candidate area of its own.
• Construction disruption — a diverted pedestrian route is generally a longer, more exposed one, and temporary routes rarely inherit whatever shade the original had.
• Environmental quality — which currently rests on two sentences and is the thinnest area in the project. If heat and the street environment belong anywhere as a subject rather than a detail, it is probably here, and it would roughly double the area’s substance.

Honest assessment

This is the weakest item in this folder and it is filed accordingly. It has one sentence of lineage, it was not offered as a grievance, and it may be a case of a policy process finding a problem because it was looking for one. It is here because the shelter question was already independently identified as the area’s best class-A candidate, and because it costs nothing to keep a note that says ask about this next time.

If no future testimony raises it, it should be deleted rather than quietly promoted.
