Environmental quality: the horns and the air

The thesis, provisionally. The account’s larger argument is that what actually changes daily life here is ambient quality rather than the arguments the city is loudest about — the framing is set out in the argument the city is having. This area holds the two ambient conditions named: horn noise and air quality.

It is also the area where the powers doctrine is most likely to produce an uncomfortable answer. Unnecessary horn use is a traffic offence, and traffic offences are enforced by Israel Police, not by City Hall. Air quality standards are national. If both come back C or D, that is a finding worth publishing rather than a reason to drop the area — but it does mean this is the thinnest of the seven areas on evidence and the most likely to end as advocacy with a named counterpart.

The testimony behind it is two sentences long. That is stated here rather than disguised: it is enough to open an area and nowhere near enough to propose anything.
