Policy areas
Eight areas open, all opened on 10 August 2026 by a single dictated account given across five sittings. All eight sit at stage 1: testimony exists, and nothing has been verified. No jurisdiction map has been built yet, which under the powers doctrine means nothing may be proposed.
An area opens when there is a first-person account of the problem to open it with — not when someone decides the topic sounds important. It advances when the evidence does.
Two things sit alongside the eight without being areas. Observations are problems on file with no testimony behind them, each declaring how it got here; they cannot open anything, and what they are for is naming the testimony worth going out to get. The emerging spine reads the eight as one body of material and finds fewer than eight things in it — useful for deciding which jurisdiction question to ask first, and binding on nothing.
How an area opens

of the thing going wrong, dictated and then cleaned by /capture-testimony. Everything else
follows from it.
From there each area moves through the same four stages and is held to the same evidence rules, with the extra gate that has no national equivalent — the powers doctrine, which requires every proposal to be traced to a named instrument and a named holder of it before it can be published.
None of them advances because a deadline arrived.
